Since March 2007, Swiss architect Regula Lüscher tries to think tomorrow’s German capital in advance. As chief urban planner of Berlin, she is part of the power play between investors, politicians, architects and citizens. The film gives an inside view of urban planning in the 21st century and shows who has a say in the process of urban development.
