The portrait of 67-year old Karl Dobler from Appenzell, who in a period that lasted twenty years led the canton of Neuchâtel out of a Helvetian “Silicon Valley” in this outlying region. The film takes us from Appenzell with its folk democracy (Landsgemeinde) to Neuchâtel and the original Silicon Valley in California, where Dobler is well known.
