A palatial hotel in war-torn Bangui, the capital of the Central African Republic. One dictator after the other took over this secluded oasis of luxury and changed it to his own liking. The hotel never opened, however, because every owner died before it was completed, lastly Gaddafi. The film is a snapshot of the staff at this ghost hotel.
