They are known as the “NEM”, from the initials of “Non Entrée en Matière”, the legal ruling not to proceed with a request for asylum. Lacking documents and having no of. cial status, they do not meet the requirements for legal admission to Switzerland and have no right to remain. And yet there are thousands of them hiding, with no resources, in the shadows of Swiss cities.
