In October 2007, the Angola-born Ricardo Lumengo was elected as the first black member of the Swiss National Council. Visiting an emergency accommodation centre, he is confronted with the hardships of the asylum-seekers there. The film portrays a politician in two different worlds. Bearing the hopes of a minority, he pushes the boundaries of democracy.
